Declarations
:
: CIE received ethics approval from the Community Research Ethics Office at the Centre for Community Based Research.
: The authors consent to the publication of this article in the Harm Reduction Journal.
: Recipients of CIE grants may have felt they could not answer interview questions honestly or declined the invitation to participate due to fear of losing future funding opportunities through CIE. We addressed this as clearly as possible in our invitation to participate and our consent process, ensuring that all participants understood that their responses will not affect their ability to access future funding or participate in CIE activities going forward. We had a robust consent process including written and oral descriptions of the consent agreement and emphasized participants right to leave the study at any time or decline to answer questions if they chose.
