: The study was approved by the ethics committees of National Institute for Medical Research, Tanzania (ref /Vol.IX/2922); the Ministry of Health of Gezira state, Sudan (ref 44/T/KH/1) and the Liverpool School of Tropical Medicine (ref 18–043). Permission was also sought from the respective district authorities. Written informed consent was obtained from all participants in the qualitative interviews and from the in-charge of health facilities prior to the readiness assessment interview and completion of the checklist. All protocols were carried out in accordance with the relevant guidelines and regulations.
