: This study was performed in accordance of the Declaration of Helsinki as part of Yale’s longitudinal, mixed-methods evaluation of the PLM partnership across country settings. All data use and analysis procedures were approved by the South African National Department of Health (NDoH). The study, based on routine administrative data from the CCMDD program aggregated by district and month, was deemed not human subjects research and exempt from continuing ethical review and consent to participate by the Human Subjects Committee of Yale University. The administrative data is not publicly available, and can be accessed through written request for permission from the NDoH.
