: This assessment did not require ethical approval as it was designed for programme improvement according to the regulations of the Medical Research Council of Zimbabwe (MRCZ). However, the MTR team was guided by research ethics principles as enshrined in the Belmont Report [CitationRef removed]. Ethics were upheld by the team from desk review to reporting findings and no participant in this review was enrolled without giving an informed verbal consent. According to MRCZ regulations verbal consent is sufficient for assessment of programmatic activities provided that participants are direct beneficiaries or key stakeholders of the intervention. Verbal consent was recorded in the evaluators’ notes which were submitted to the team leader after the field data collection. Only adults were interviewed or engaged in focus group discussions throughout the MTR primary data collection process.
