: The Ministry of Health of Uganda through the office of the Director-General Health Services approved access to data from the DHIS-2. Data accessed was aggregated and did not have personal identifiers. We stored the abstracted data set in a password-protected computer and only shared it with the investigation team. In addition, the office of the Associate Director for Science, U.S. Centers for Disease Control and Prevention, determined that this study was not a human subjects research with the primary intent of improving the use of data to guide public health planning and practice.
: All protocols for this project were reviewed in line with the CDC policy by the US CDC human subjects review board in accordance with the Declaration of Helsinki. All methods were carried out in accordance with relevant guidelines and regulations.
